Tax shifts

Where does your tax bill actually go?

Your property tax is one number, but it pays for a dozen different things — and some of them, like your fire district and your sewer bill, come from separate bills at separate rates. See how a year of your taxes divides up.

Estimates from public data, not your bill.

How to show it

At $8 for every 1,000 gallons. Your water bill has the real figure.

The whole town's budget: $166,262,518

Your bar is this bar, scaled to your bill. That is the whole of the method: the town does not publish which dollars pay for which department, so your is split in the same proportions as its spending.

How it works

Your town tax is divided here the way the adopted budget is divided. The town doesn’t publish which dollars pay for which department, so this shows your bill split in the same proportions as the town’s spending. Your fire district and sewer charge are real separate bills at their own rates, not shares of the town bill.

The town bill itself is the ordinary arithmetic: seventy per cent of what your property is worth, times the town’s rate, for every $1,000 of that. The fire district charges its own rate on the same assessed value. Sewer is charged by water used, so it does not depend on what the property is worth at all.

The figures behind this

Every line comes from Enfield’s adopted budget for 2026-27, from its summary of expenditures by function and the department pages behind it. The nine lines here are the town’s own headings, regrouped only where a heading would mean nothing to a resident:

Shown hereWhat the budget calls it
SchoolsTotal schools budget
PolicePolice Services
Public works and roadsPublic Works
Debt paymentsDebt Service
Employee benefits and insurancePension and Retirement Charges, plus Liability and Other Insurance
General governmentGeneral Government
Library, recreation and social servicesTransfer to Library, plus Transfers to Social Services
Public safety other than policePublic Safety Communications, School Security, Emergency Management, and the transfer to ambulance service
Everything elsePlanning and Development, payments to outside agencies, and the remaining transfers out

The nine add up to the adopted total exactly. That is checked every time the figures are rebuilt, and the rebuild refuses to write anything if they do not.

The library, social services and ambulance run as their own funds rather than as town departments, and the general fund pays for them by transferring money across. Those transfers are what appears here, because that is what your tax actually buys.

The sewer charge is Enfield’s published rate for the current year. The town charges by water used rather than a flat fee, so a yearly figure needs an assumed household usage — that assumption is marked and you can change it.

Simplifications

  • State aid and fees pay for part of every department; this view doesn’t try to guess which parts.
  • Employee benefits are budgeted in one place and shown in one place; in reality they belong to every department.
  • Vehicle tax isn’t included.
  • The sewer figure is this year’s published residential charge, with the usage assumed.

What would change these numbers most

  • The schools. Half of everything the town spends, so a school budget vote moves this bar more than anything else on it.
  • Which fire district you’re in. The rates differ by more than two mills between the highest and the lowest.
  • Debt. Roughly eight cents of every dollar goes to money already borrowed, which is what the borrowing model is about.
